Brownfield Remediation Program
TNP has facilitated multiple Brownfield projects since 2019 and continues to work with stakeholders across the community to maintain a pipeline that prioritizes sites for clean up based on community need.
What is a Brownfield?
A brownfield is a former industrial or commercial site where future use is affected by real or perceived environmental contamination.
What are Brownfield Remediation Benefits?
Decreases community exposure to hazardous substances, creates safer communities by removing vacant and structurally compromised buildings. Generates job growth via new development, increases surrounding property values.
TNP Brownfield Process
TNP works with local communities, institutional stakeholders, and the public to maintain a pipeline of properties for clean up. Potential sites can be referred to TNP by emailing Gillian Costantino.
Contamination does not need to be definite for sites to be referred to the brownfield program. If past uses of the property potentially involved or created potential contaminants, it is worth referring the site. The hazards present may not be clearly visible, but could still be very dangerous. Once sites and project partners are identified, the clean-up advances through the following steps.

Former St. Joes Hospital
The former St. Joes Hospital was a 300,000 square foot commercial building that remained vacant and exposed to the elements for nearly 20 years. After years of public advocacy, the Land Bank assumed ownership of the derelict property in 2020. A grant was successfully secured from the Ohio Department of Development for the demolition of the building, which leveraged resources obtained by the City of Warren to abate asbestos. What was once an eyesore, nuisance, and hotspot for crime has now been transformed into a beautiful community greenspace, dubbed “Riverside Park”.
Former Diversified Resources
In November of 2023, the Land Bank was awarded a USEPA Brownfield Remediation grant to perform the necessary remediation of the former Diversified Resources site in Champion. The clean up will include soil remediation, the removal of 3,000 tons of solid waste, and disposal of 340 drums containing hazardous waste. The Land Bank plans to have this property cleaned up and ready for redevelopment by 2026.
Identify Brownfields in Your Community!
The Trumbull County Land Bank is looking for the public’s help in finding brownfields in the county that have not yet been cleaned up. A brownfield is defined as a former industrial or commercial site where possible environmental contamination may hinder future development. Examples of past businesses and activities that may have created a brownfield include former steel mills, illegal dumping, manufacturing operations, and any other activities that may have polluted the soil or groundwater. The presence of asbestos in a building may also constitute a brownfield. Current owners of brownfields are encouraged to reach out; the Land Bank may be able to assist you in securing funds to clean up your property!
